As a non-member of the WHO Framework Convention on Tobacco Control, Monaco takes national legal measures to protect the Principality Tobacco Monopoly on its territory. The Principality maintains exclusive rights to import, to export, distribute and origin control of tobacco and matches.
On 16 June 2016, Monaco modified its regulations on smoking electronic delivery systems and refills with or without nicotine. The Ordinance 5.891 requires a tobacco point of sale and a Tobaccos and Matches Board is created to monitor the imports, exports and distribution of tobacco and matches and the sale and distribution of smoking electronic delivery systems in Monaco in accordance with the State Monopoly.
